            L-3 Communications Ocean Systems Division, a division of L-3 Communications Corp., Sylmar, Calif., is being awarded a $49,109,364 cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite quantity contract for support, repair, and upgrade services for the TB-23/BQ thinline towed array system and support equipment.  Work will be performed at L-3 Communications Ocean Systems Division, Sylmar, Calif. and is expected to be completed September 2010.  Contract funds will not expire at the end of the current fiscal year.  The contract was not competitively procured.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-05-C-6237). 

 

            United States Marine, Inc., New Orleans, La., is being awarded an $18,826,099 firm-fixed-price contract for construction of three 27 meter Fast Patrol Boats (FPB), with technical data, training, and spare parts for the Royal Oman Police Coast Guard (ROPCG) under the Foreign Military Sales Program.  The FPB will be constructed of fiberglass reinforced plastic and conform to American Bureau of Shipping high-speed naval craft requirements.  The primary mission of the FPB is to perform ROPCG operations within waters to include law enforcement, and local patrol operations.  Work will be performed in New Orleans, La., and is expected to be completed by May 2007.  Contract funds will not expire at the end of the current fiscal year.  The contract was not competitively procured.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-05-C-2210).

 

            Raytheon’s Network Centric Systems, St. Petersburg, Fla., is being awarded an $8,400,000 modification to previously awarded contract (N00024-03-C-5118) for investigation and study of the radio waveform used by the Navy’s Cooperative Engagement Capability (CEC) Program.   CEC is a sensor netting system that significantly improves battle force anti-air warfare capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units.  Work will be performed in St. Petersburg, Fla. (65 percent); and Largo, Fla. (35 percent) and is expected to be completed by February 2006.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Digital Authentication Technologies, Inc.*, Boca Raton, Fla., is being awarded a not-to-exceed $25,000,000 Phase III, Small Business Innovative Research (SBIR) program contract for Topic N04-024 entitled “Strong Location-Specific Authentication for Mobile Users and Devices.”  The objective of the topic is to develop a prototype Location Specific Digital Fingerprint System for use by the U.S. Joint Forces Command Joint Experimentation Directorate.  Work will be performed in Boca Raton, Fla., and is expected to be completed in June 2010.   Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured using SBIR Program Solicitation under Topic N04-024; 21 offers were received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J. is the contracting activity (N68335-05-D-0012).

 

            Hamilton Sundstrand, Windsor Locks, Conn., is being awarded a $14,257,144 modification under previously awarded contract (N00383-95-G-004A) to exercise an option for procurement of NP2000 propeller systems for the C-2 aircraft.  Work will be performed in Windsor Locks, Conn., and work is expected to be completed by December 2007.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.   The Naval Inventory Control Point is the contracting activity (Mod 0036).

 

            L. C. Gaskins Construction, Inc. C Construction Co., Inc. A Joint Venture, Jacksonville, Fla., is being awarded an $8,655,305 firm-fixed-price contract for construction of a Naval Aviation Maintenance Training Marine Unit at Marine Corp Air Station, New River.  Work will be performed in Jacksonville, N.C., and is expected to be completed by February 2007. Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with 108 proposals solicited and three offers received.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Va., is the contracting activity (N62470-05-C-2040).

 

            ALION Science and Technology Corp., Chicago, Ill., is being awarded a $5,626,819 ceiling-priced delivery order against a previously awarded cost-plus-fixed-fee, indefinite-delivery/ indefinite-quantity contract (N61339-03-D-0300) to provide specialized modeling and simulation (M&S) services in support of the Directorate of Capabilities Integration, Prioritization, and Analysis, G3 Headquarters, Department of the Army, Advanced Concepts and Requirements M&S Domain.  These services consist of providing M&S tools and analysis for strategic direction, concept development, requirements determination, force planning, and experimentation.  Work will be performed in Washington D.C., and is expected to be completed in May 2009.  Contract funds in the amount of $388,800 will expire at the end of the fiscal year.   The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity.

Northrop Grumman Defense Mission Systems, Reston, Va. is being awarded a $25,416,408 hybrid cost-plus-incentive fee/cost-plus-award fee common link integration processing (CLIP) contract.  CLIP is a cooperative Navy and Air Force program to develop common software to integrate Tactical Data Links (TDLs) and Internet Protocol (IP) connectivity onto Naval Surface, Air, and Air Force platforms.  The CLIP contract effort will include, but not be limited to, system engineering design, engineering analysis, software development, software/hardware integration, system testing, certification testing support, training, operational exercise support, life cycle support concept, and system installation support on applicable ships, aircraft, shore sites/land platforms, and test facilities. This contract includes options, which if exercised, would bring the cumulative value of this contract to $122,210,936.  Work will be performed in San Diego, Calif., and is expected to be completed by January 2007. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Commerce Business Daily’s Federal Business Opportunities website, and the SPAWAR e-Commerce Central website, with an unlimited number of proposals solicited and four offers received.   The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-05-C-0006).

 

            Northrup Grumman Newport News Shipbuilding and Drydock Co., Newport News, Va., is being award a $9,208,229 cost-type modification to previously awarded contract (N00024-04-C-2118) for CVN 21 construction preparation, non-propulsion plant long lead-time material and advanced construction.  Work will be performed at Newport News, Va., and is expected to be completed in December 2006.  Contract funds will not expire at the end of the current fiscal year.  The contract was not competitively procured.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

 

            Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded an $8,475,343 firm-fixed-price order against a previously awarded basic ordering agreement (N00019-00-G-0425) for spares associated with EA-6B improved capability aircraft low-rate-initial production.  Work will be performed in Baltimore, Md. (82 percent), Bethpage, N.Y. (16 percent); St. Augustine, Fla. (1.7 percent); and Melbourne, Fla. (.3 percent), and is expected to be completed in October 2006.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

 

            BAE Systems Applied Technologies, Inc, Rockville, Md., is being awarded a $7,396,374 modification to a previously awarded cost-plus-fixed-fee contract (N00421-01-C-0077) to exercise an option for technical and engineering support services for the development, procurement, integration, testing, installation and certification of shipboard communication systems; the development and integration of like systems at shore sites associated with the deployment of, or fleet support to, surface combatants; and the development, testing and integration of mobile and airborne communication systems designed to interface with the command, control, communication, computers and intelligence architecture of surface combatants.  The estimated level of effort for this option is 125,300 man-hours.   Work will be performed in California, Md. (80 percent); St. Inigoes, Md. (10 percent), Bath, Maine (5 percent); and Pascagoula, Miss. (5 percent), and is expected to be completed in December 2009.  Contract funds in the amount of $483,751 will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

 

            Harry Pepper and Associates, Inc.*, Jacksonville, Fla., was awarded on June 2, 2005, a $7,244,056 firm-fixed price Task Order 0004 under an indefinite-delivery/indefinite-quantity multiple award construction contract for design and construction of Buildings 603 and 40 including an obstacle course and Barancas Recreation Field at Naval Air Station Pensacola.  The work to be performed provides for design, construction, and repair to interior and exterior of facilities that sustained damage due to Hurricane Ivan.  Design is required for the roof replacement and structural upgrades.  The recreation field and obstacle course consists of demolishing existing fields and course and providing a multipurpose field, including shoreline re-nourishment. Work will be performed in Pensacola, Fla., and is expected to be completed by September 2005.   Contract funds will expire at the end of the current fiscal year.  The basic contract was competitively procured as a two-phase design/build with 34 contractors responding to Phase I, six proposers were taken to Phase II with all submitting proposals, and award made to multiple contractors on Sept. 30, 2003.  The total contract amount is not to exceed $200,000,000 (base period and four option years).  The multiple contractors (four in number) may compete for task orders under the terms and conditions of the existing contract.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C., is the contracting activity (N62467-03-D-0188).

Bell Helicopter Textron, Inc., Fort Worth, Texas, is being awarded a $17,603,960 not-to-exceed modification to a previously awarded firm-fixed-price contract (N00019-04-C-0001) for initial spare parts in support of fiscal year 2005 Lot II UH-1Y and AH-1Z aircraft.  Work will be performed in Amarillo, Texas, and is expected to be completed in September 2007.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.  

 

            JLG Industries, Inc, McConnellsburg, Pa., is being awarded a $13,039,586 firm-fixed-price order for 133 extendable boom, rough-terrain forklifts (EBFLs) with associated kits, enhanced warranty, and technical data.   Work will be performed in McConnellsburg, PA., and work is expected to be completed by February 2006.  Contract funds will not expire at the end of the current fiscal year.  The Marine Corps Systems Command, Quantico, VA is the contracting activity (M67854-01-D-3008).

 

            EPSILON Systems Solutions, Inc. San Diego, Calif., is being awarded an estimated $8,500,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for the acquisition of engineering, technical, training, installation, repair, and program support of engineering systems along with personnel, tooling, and necessary facilities to perform trouble shooting and failure mode analysis, logistics support, fleet support, industrial and installation support of engineering systems.  This contract contains options, which if exercised, will bring the total cumulative value of this contract to $63,200,000.   The majority of the work will be performed in San Diego, Calif., but also includes requirements in Pearl Harbor, Hawaii, and in Japan, and is expected to be completed September 2005.   Contract funds will expire at the end of each fiscal year.   The contract was competitively procured via the Navy Electronic Commerce Online website and the Federal Business Opportunities website as a competitive Small Business 8 (a) set aside procurement, with one offer received.  The Fleet and Industrial Supply Center, San Diego, Calif., is the contracting activity (N00244-05-D-0045).

            FLIR Systems, Inc., North Billerica, Mass., is being awarded a $9,900,000 cost-plus-fixed-fee, firm-fixed-price contract for repairs, upgrades and research and development efforts for forward-looking infrared systems.  Work will be performed in North Billerica, Mass., and is expected to be completed by June 2009.  Contract funds will not expire at the end of the current fiscal year.  The contract was not competitively procured.   The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity (N00164-05-D-8549).
