| February 2006 News Grandma and child hurt by buggy-whacker THOMPSON'S CORNER --- A grandmother and child who were in a buggy operating on Rt. 236 (Thompson's Corner Road) Feb. 15th were seriously injured and taken to Washington where they are now in stable condition, reports St. Mary's Sheriff's Cpl. Mark Clark. Clark said though alcohol is ruled out as a factor, speed might have caused the wreck. “He must have come up behind on the back of the buggy and was going too fast,” said Clark. When asked the rear ender is invariably at fault, Clark said, “All indications are that you would be correct in that assessment.” Police say that Timothy Michael Donais, 32, of Mechanicsville, was operating his 2000 Ford Explorer northbound on Thompson Corner road approximately one mile North of Bethel Church Road when he struck the rear of a northbound Horse drawn buggy. The buggy was being operated by Mary Z. Hostetler, 60, of Charlotte Hall. Mrs. Hostetler's 12 year old granddaughter was a passenger in the buggy. The buggy, constructed of wood, fiberglass, and metal was destroyed. The horse was injured and taken to a nearby farm to be cared for until the owner could make disposition. The grandmother is at Washington hospital and the child at a Children’s Hospital. Investigating officers are Deputies Gene Hill and Emory Johnson. Boozing Driver Hit Officer Head-On PRINCE FREDERICK --- A motorist who Maryland State Police report was driving drunk hit a police car head on last night in a wreck near the intersection of Rt. 2/4 and Plum Point Road, just north of Prince Frederick. The woman was reportedly flown from the scene to a shock trauma unit. More details as the become available. Three Airlifted from Pax River for Decompression Sickness PAX RIVER --- Just before noon on Feb. 14th, two Maryland State Police Med-Evac helicopters, and one Lexington Park Vol. Rescue Squad ambulance were summoned to the Patuxent River Naval Air Station to fly out three persons who were struck with decompression sickness as a result of activities involved in their work. Actions of St. Mary's Board in Special Tax Breaks for Some Citizens Ruled Unconstitutional ANNAPOLIS --- The Maryland Attorney General's Office has ruled the special tax breaks which were pushed by St. Mary's Commissioner Tommy McKay (R. Hollywood) last year for some senior citizens were ruled unconstitutional. The tax breaks left young families struggling to make it life paying a different tax break than wealthy older citizens who got a break simply because of their age. More wealthy older citizens vote than young struggling couples with kids. This is a local election year so watch for more whelping with indignation by the Republicans as they try to remind people that they are the friend of the voter but under the Republican Ehrlich Administration, taxes and spending have set record levels. Ehrlich supported and signed a bill taxing rural septic tanks to pay for expansion of sewage treatment plants in suburban areas. "We did this backwards," explained St. Mary's Commissioner Dan Raley (D. Great Mills), "we told Mr. McKay that the proper way to do this was to have the legislature pass enabling legislation, which would have included proper legal review. But instead, this was rushed through by McKay and sent to the General Assembly, after our joint public hearing with the legislative delegation. If we truly wanted to provide tax relief we should do it the right way." Raley noted that the board has not raised tax rates across the board and been frugal on spending, steps that assist all taxpayers. "Commissioner Tom Mattingly (D. Leonardtown) and I took a lot of heat on this and this issue has taken up a lot of time but the worse is that the failure to approach this issue in a lawful and proper way has resulted in a lot of confusion for the public, which is really unfair. It is our duty to perform the public's business in a clear and open fashion." McKay Plan for Giving Away School Site for Low Income Housing Fails to Win Support from Board LEONARDTOWN --- A plan proposed by St. Mary's Commissioner Tommy McKay to give away 19 acres of land located next to Great Mills High School which was purchased by the county six years ago for nearly $1 million for a future school site ended up dead on arrival yesterday at the weekly board meeting. McKay's proposal for a public hearing for the plan to give the land to Habitat for Humanity which proposed to build duplex houses on the property, failed to gain a motion and the issue died. The county has spent much of the last 8 years grappling with getting rid of duplex housing for low income people at the nearby Flat Tops, ending up buying the property and relocating the residents in a million dollar program. At the same time that McKay proposed this give-away, the county is facing a shutdown in new housing developments due to the lack of seats available in schools in development districts, showing more need than ever for the county to use the 19 acre site next to Great Mills High School for a new school. MARY'S TODAY LEONARDTOWN --- Dr. Mike Martirano, Superintendent of St. Mary's County public schools, was struck from behind while driving to Annapolis on Thursday, according to school board members Cathy Allen and Sal Raspa. Martirano was only slightly injured but his county-owned vehicle was totaled, according to Dr. Raspa. Dr. Martirano was working from home on Friday and expected to return to his office on Monday. He had been on the way to Annapolis for a meeting, reports Allen.
