Floating Beer Cooler Bombs?
According to published reports, the FBI has now introduced the possibility of a new way for al-Quaeda to bring terror to our shores.  Floating beer coolers with bombs inside rigged to go off upon being touched by the side of a ship or a person reaching out to grab it with a boathook, thinking that they are rescuing someone's lunch lost overboard.    FBI and Homeland Security do not report finding any such vehicles of death, but a classified bulletin was sent out to 18,000 state and local officials across America to be on the lookout for any floating items which could be a bomb.

Harbors and shipping channels are believed to be targets of the fanatical Islamic terrorists who killed 17 sailors on the USS Cole in an attack in port in October of 2000.

The next time you make an attempt to clean up the Bay by grabbing some floating debris could be a big mistake.  If the object could be hiding anything, let it go and report it to authorities.
