Governor Appoints Four to Baltimore County School Board

ANNAPOLIS – Governor Robert L. Ehrlich, Jr., today announced the appointment of Luis E. Borunda, Frances A.S. Harris, Ramona N. Johnson, and Rodger C. Janssen to the Board of Education for Baltimore County.

“It is my pleasure to appoint these new members of the Baltimore County Board of Education,” said Governor Ehrlich. “These men and women come from diverse backgrounds, but they share a common desire to tackle important challenges facing the county’s school system. I am confident these new members will bring a fresh perspective to the Board of Education, particularly on the issue of school overcrowding.”

Luis E. Borunda is president of The Signman, Inc. He is the past president and a co-founder of the Baltimore Hispanic Chamber of Commerce. Borunda was a commissioner on the Governor’s Commission on Minority Business Reform and was named 2004 Hispanic Businessman of the Year by the Maryland Hispanic Chamber of Commerce. He is also a member of the President’s Advisory Board for Villa Julie College and the Baltimore County Board of Education’s Southeast Advisory Council. He is founder and president of the U.S. Hispanic Youth Entrepreneur & Education Foundation, which educates high school children about the basics of entrepreneurship. He is a resident of Dundalk. Borunda received his B.A. in political science, history and ethnic studies from New Mexico Highlands University.

Frances A.S. Harris is a legislative assistant to Baltimore County Delegates A. Wade Kach and Patrick L. McDonough. She previously spent 19 years as an office manager for a pediatric practice in Timonium. Harris is chairman of the board of directors for the Judith P. Richey Youth Services Center. She has been a member of the Baltimore County Police Community Relations Council for 16 years, and is past vice president and board member of the Timonium Optimist Club. She is a resident of Timonium. Harris received her B.S. in clinical psychology and sociology from Towson University.

Rodger C. Janssen is a construction manager for the Maryland Transportation Authority, where he has developed expertise in implementing large transportation projects for state government. He previously worked for the Maryland State Highway Administration. He has served as Vice President of the PTA Council of Baltimore County, and is a resident of the Parkville community. Janssen received his A.A. in construction management from the Community College of Baltimore in 1970. He previously studied civil engineering at the Johns Hopkins University.

Ramona N. Johnson is deputy director of the Fannie Mae Baltimore Partnership Office, where she has coordinated revitalization and homeownership initiatives for the past nine years. Prior to her employment at Fannie Mae, she served as senior loan officer for the North American Mortgage Company and senior underwriter at the Temple-Inland Mortgage Corporation. She is an Executive Board member for the Liberty-Randallstown Coalition and a Board member of the Maryland Center for Community Development, and a past chairman of the Randallstown Legacy Planning Board. Johnson received her B.A. in economics from the University of Maryland at Baltimore County and a Master’s degree in business administration from the University of Phoenix.
