The following exchange took place at the St. Mary's Commissioners meeting on Tuesday, June 28, 2005:
St. Mary's Commissioner Tommy McKay interrupted EDC Director John Savich when Commissioner Dan Raley asked about whether there has been any move by state officials to build a nuclear power plant at the Elms Property in St. James:
"There certainly was an indication from President Bush last week at Calvert Cliffs that it's time to start building some nuclear power plants in the United States. Whether that gains traction or not, I don't know, but I think it was an interesting comment from the President."
Raley responded with: "I certainly hope that if the state wants to explore that possibility, they would at least talk to us about it and have a good discussion about in an open forum."

Drag Rage Driver Had Attempted to Run Other Driver Off Road For Nearly 20 Miles

This crash scene was the result of a tragic case of road rage and drag racing as a teen driver killed herself and her baby, injuring two others, in a wreck on Rt. 301 at Rt. 234 in Charles County on Tuesday afternoon.

Another fatal wreck in Charles County kicks off July 4th holiday
GLASVA --- A wreck about a half mile south of the intersection of Rt. 301 and Rt. 235 at Glasva has claimed the lives of two people, one the 17-year-old driver of a car which was racing another driver and the second fatality was the teenage girl's 7 month old baby. The wild teen driver, identified by Police as
Rachel  Susan Townsend, who was attempting to run another driver off the roadway, also sent two younger teen sisters flying off in a state police helicopter fighting for life in critical condition.  State Police report that the two survivors of the incident were ejected from the wreck when their car in which they were riding slammed into a tree. One victim was flown to PG Shock Trauma and one to Children's Hospital in DC. Maryland State Police Maj. Jack Simpson appeals to the public to slow down and put a halt to the deadly statistics which shows a mounting death toll this year in Charles County.

This past week McKay tossed out this amazing fact: He said that the growth in the county is the fault of the farmers, not the developers, as the farmers decide when they want to sell their land. McKay failed to mention that the developers exercise control over zoning maps, changes in development districts and appointments to the planning commission and the board of zoning appeals

FIVE MARINES KILLED BY IED IN AR RAMADI
CAMP FALLUJAH, Iraq – Five Marines assigned to 2nd Marine Division, II Marine Expeditionary Force (Forward), were killed in action June 15 when their vehicle hit an improvised explosive device. The incident took place during combat operations near Ar Ramadi, Iraq.

The Department of Defense announced today the death of four Marines who were supporting Operation Iraqi Freedom.

 Lance Cpl. Jonathan R. Flores, 18, of San Antonio, Texas

 Cpl. Jesse Jaime, 22, of Henderson, Nev.

 Cpl. Tyler S. Trovillion, 23, of Richardson, Texas

 Lance Cpl. Dion M. Whitley, 21, of Los Angeles, Calif.

 

All four Marines died June 15 when their vehicle hit an improvised explosive device while conducting combat operations near Ar Ramadi, Iraq.  All four Marines were assigned to 1st Battalion, 5th Marine Regiment, 1st Marine Division, I Marine Expeditionary Force, Camp Pendleton, Calif.  During Operation Iraqi Freedom, their unit was operating with the 2nd Brigade Combat Team, 2nd Infantry Division of the U.S. Army, which was attached to 2nd Marine Division, II Marine Expeditionary Force (Forward).

Man Had Medical Emergency, Wrecked on Loveville Road, Died Later
LOVEVILLE ---  St. Mary's Sheriff's Deputy Mark Clark reports that J. Anthony Bowles, 72, of Loveville, was northbound on Rt. 247 just past Bishop Road on Friday, June 24, when he became extremely ill and lost control of his pickup truck. The truck careened over a field and struck several fences prior to striking a large cedar tree.   Bowles was taken to St. Mary's Hospital where he died of natural causes, reports Cpl. Clark.  A 7-year-old boy in the truck was uninjured.

JAMES --- Was this week's visit of President Bush to Calvert Cliffs the precursor of a move by Governor Bob Ehrlich to build a nuclear power plant on a site already owned by the State of Maryland in St. Mary's County for that express purpose?  The Power Plant Siting Act of 1971 provided for a process deemed by the state to be "enlightened legislation" to determine where power plants would be located.  With one already in Southern Maryland, along with the LNG plant at Cove Point, the state would be happy to force Southern Maryland to host yet another facility and a public hearing isn't even required, the 1971 law has already determined that this facility can be built and the rest of the state won't care as they will reap the benefits and carry none of the risk....Where do you think Tommy "Hambone" McKay will come down on this issue?  Will Governor Bobby Ehrlich bother to share with the public any conversations his administration has had with the federal government on this issue?  See more in this weekend's print edition....

DNR Officer Calls in Cavalry at Point Lookout State Park (POINT LOOKOUT)
Two Hispanic males reported to be irate and threatening to NRP Cpl. David Bailey just after 1:00 pm brought a huge response from deputies and troopers.  Troopers Mark McLean and Krystile Shugart arrested two men at the Point Lookout Rangers station while other officers were seeking other suspects who were traveling in a black Trans Am.  Maryland State Police Helicopter Trooper Seven whirled down overtop of the Potomac River to the park at 1:15 pm, six patrol cars responded to the park and the situation was declared under control at 1:22 pm after the Cavalry showed up.  Units on the scene were asked if they wanted a K-9 dog and they declined.
One of the men who was arrested was apparently strung out on some type of drugs and both men were taken to the Maryland State Police Barracks in Leonardtown.

Hoyer Moves Federal Employee Pay Parity Ahead Despite White House Opposition
WASHINGTON, D.C. --- Congressman Steny Hoyer (D. Md. 5th) was able to keep on track a bill calling for pay parity for federal workers, a bill he is cosponsoring with Congressmen Frank Wolf and James Moran.  The vote took place in the full House Appropriations Committee.  The provision calls for a 3.1 percent pay adjustment for federal civilian workers, including blue collar workers, giving them pay parity with military employees.
"Military personnel and federal civilian workers work side by side and for the same employer," said Hoyer.

Coast Guard Finds First of Two Missing Divers Alive

State Prosecutor's Final Report Listed Two St. Mary's Convictions Among Achievements
Just over one year ago Stephen Montanarelli died in office and Robert Rohrbaugh was appointed to take his place.  As the annual report for 2004 was filed, the report explained the investigations which were conducted in the past year as well as highlighted the various convictions obtained by Montanarelli over the twenty years he led the office of the State Prosecutor.  Included in the list are the conviction of a former St. Mary's Commissioner President for tax fraud and perjury and of a St. Mary's Sheriff's Detective for theft of drug funds.  Another item discloses that a $500 fine was assessed a States Attorney who was running for Judge for failing to have an authority line on a campaign flyer.   St. Mary's States Attorney Richard Fritz ran in the March 2004 primary for Judge last year and lost in a big way.  The State Prosecutor's report doesn't name the States Attorney who was fined.  A request for this information will be made this week to the State Election Office.   Report from State Prosecutor
Two People Reported Laying in Roadways
---  A woman reported laying in the middle of Golden Beach Road next to Fred's Liquors and a man laying in the middle of Rt. 5 in front of the State Highway garage, brought police responding on Saturday night about 11:45 pm. The woman in Charlotte Hall was the victim of an assault while a State Trooper was attempting the find the man in Loveville who was attempting to become a human speed bump.  The trooper reported that he checked the highway and ditches for a mile south and a mile north of the SHA facility without finding the man.

ST. MARY'S COUNTY ---  3 shots reported fired, male laying on ground...police and rescue units responding to a residence on Busy Corner Road just off of Loveville Road....Two more attempted suicides were attended to over the weekend, both of those reported to be by overdose.

LEONARDTOWN --- Another crash at the intersection of Rt. 5 and Moakley Street in Leonardtown points out the need for a traffic light at the busy intersection just north of St. Mary's Hospital.   Wrecks along the stretch of road take place almost daily as motorists attempt to make turns while many vehicles operate at speeds well over the posted limit.

The Maryland Park Service today announced that the swimming area at Point Lookout State Park has been reopened. The St. Mary’s County Health Department lifted the advisory against swimming in that area at noon today after it received good results from a water quality resampling done on Tuesday. Routine sampling will continue throughout the summer.

LEONARDTOWN (June 2, 2005) – During a nearly nine-hour session Tuesday, St. Mary’s County Commissioners worked out several last minute budget items before approving a $151 million 2006 operating budget. Board President Tommy McKay took each available opportunity during the day to note the county sheriff’s office is expanding out of control.
"We have a department that is structurally out of balance," McKay said at the start of the day’s agenda. "Every single year we have had to take extra money from somewhere else to sustain that budget."
By the end of the day, the board approved a $20,848,000 budget for the sheriff’s office in the 2006 fiscal year, beginning July 1. There are 10 new positions in the budget and it is nearly $2.2 million more than the 2005 budget, or 11.7 percent more.

McKay Skunked in 4-1 Vote as Board Decides to Save Budget Surplus for School Construction
LEONARDTOWN (June 1, 2005) The St. Mary's Commissioner Board voted in favor of a motion by Commissioner Dan Raley (D. Great Mills)  to set unexpected budget surplus funds aside for future school construction funding instead of Commissioner Tommy McKay's (R. Hollywood)  tax rebate gimmick which might have given $50 back to those who paid income taxes.
Even GOP commissioners Kenny Dement (R. Piney Point) and Larry Jarboe (R. Golden Beach) voted with the Board's two Democrats, Raley and Tommy Mattingly (D. Leonardtown) to put approximately
 $2 million in budget bonus money towards long-term costs of forward funding of new schools, which are sorely needed.
 Another $7 million in funds which were set aside for dealing with BRAC results, should that process had gone against St. Mary's County, can be added to these funds and used to forward fund the cost of a new school, such as Calvert County has done in the past, said Commissioner Raley on Tuesday evening. 
"I commend Commissioners Jarboe and Dement in joining us on this important vote which is one of the best steps this board had taken for the good of St. Mary's County," Raley told ST. MARY'S TODAY.

School Bus Wrecks in Mechanicsville, Property Damage Only

(June 1, 2005) A St. Mary's County public school bus was involved in a crash near the intersection of Burch Manor Drive and Rt. 5 at about 12:30 today and the first report from the scene via a fire official is that there are no injuries, only property damage.  Often, a dozen ambulances are called to take the uninjured students to a local hospital due to the absence of a parent to sign a release, thereby tying up dozens of local volunteer EMS personnel who are then not available to assist truly sick or injured persons elsewhere.

Michael Martirano, director of school administration for the Howard County public schools has been an elementary, middle and high school principal in Montgomery and Prince George's counties.  Martirano will be given a final OK from the State Superintendent of Schools and a contract will be signed within the next week, according to an informed source.

Driver Who Turned Right On Red Light Without Stopping Blamed in Officer's Death
Charles County Sheriff's officers have finished their investigation into the circumstances surrounded the death of Cpl. Paul Morgan on April 11, 2005 and have now charged the operator of another vehicle involved in the crash.  Police have charged Trina Lee Smith, 35, of Waldorf, with failing to stop when turning right on a red light.  Cpl. Morgan was on his own motorcycle and off duty when he swerved to avoid Smith's vehicle, hit a curb and was killed when he was ejected. Smith had failed to stop at a red light at Smallwood Drive West and St. Nicholas Drive.  Officer D. Belfield was the investigating officer.

The operator of this van was parked next to the new Horizon's condo building in North Beach and instead of hitting the brake...she hit the gas and tested the waterborne characteristics of her vehicle. It floated and she swam to shore. The North Beach Vol. Fire Dept. launched their fire boat and steamed to the rescue.  The van was dragged out across the seawall by a local tow truck and what wasn't creamed in the first crash got it good in the extraction from the Chesapeake.  Going over the seawall is not all that rare in North and Chesapeake Beach and could become a league sport.

Coast Guard Cutter FLYING FISH, an 87-foot long coast patrol boat homeported in Boston, enforces the Naval Protection Zone and provides a security umbrella as the USS John F. Kennedy (CV 67) entered the port of Boston last week. The JFK, a 1,052-foot long, all-purpose, multi-mission aircraft carrier homeported in Mayport, Fla., is visiting Boston in support of Armed Forces Day.

Where's the Loot?
The civil case brought by Wendell Ford seeking compensation by St. Mary's County for the property seized by St. Mary's Sheriff's deputies but stolen from the secure property storage in the Sheriff's Headquarters is coming up in two weeks...The Loot was ordered released by then Assistant Sheriff Steven Doolan to his stepson and to Doolan's pal, who sold some of the Loot for cash.  Some of the Loot was recovered by the State Prosecutor.  St. Mary's Sheriff David Zylak and St. Mary's States Attorney Richard Fritz never charged Doolan with felony theft.  Doolan's wife was Fritz's election campaign treasurer. When you see Zylak and Fritz, ask them "Where's the Loot"

Tow Truck Knocks Out Calvert Squad Car

This Calvert Sheriff's patrol car was a total loss when a repo man tow truck ran a red light at Sunderland and bounced across a curb, t-boning the police car.

SUNDERLAND --- On June 9, 2005 at approximately 12:15 a.m., Sgt. Brian Bowen was involved in a motor vehicle collision at MD Route 2 and MD Route 4 in Sunderland reports Calvert Sheriff’s spokesman Deputy Chip Allen. Based on the initial investigation, it appears that a tow truck was traveling southbound on MD Route 2, failed to stop at the flashing red light, jumped the concrete curb, and collided with Sgt. Bowen's police vehicle as he was traveling southbound on MD Route 4. Sgt. Bowen, the driver of the tow truck, and the passenger of the tow truck were all flown to Prince George's Hospital with non-life threatening injuries. Sgt. Bowen has since been released from the hospital and has minor injuries. The investigation is on going and charges are pending against the tow truck driver.

Man Dead after Heroic Rescue Attempt

A vehicle went out of control and crashed into a creek along Friendship School Road near Maypole Road on Monday and quick action by Hollywood and Leonardtown Volunteer Firefighters saved the life of the driver who was found pinned in the wreck and not breathing.  Sgt. Ted Belleavoine of the St. Mary's Sheriff's Dept. reconstruction team, reports that on June 6, 2005 at 1:23 pm, Charles Earl Bussler was operating a 1998 Ford F-150 north on Friendship School Road, Hollywood, when he failed to negotiate a curve and exited the northbound roadside. The vehicle struck an embankment and came to rest in a creek. Mr. Bussler received incapacitating injuries and was  transported to St. Mary's Hopital. On June 7, 2005 Mr. Bussler succumbed to his injuries at Washington Hospital Center.
Police respond to suicide in St. Inigoes...St. Mary's Sheriff's deputies responded to the scene of an apparent suicide in a mobile home located on Trappe Road in St. Inigoes on Friday.  A 26-year-old man reportedly shot himself in the head and rescue equipment was cancelled due to the manner in which the man died.  Investigators are supposed to treat every death as a possible homicide but this call was labeled a suicide from the first call for emergency services.  A reported suicide by overdose in the case of Byron Guy of Clements turned out to be a murder with at least two area men facing first degree murder charges.

Maryland State Trooper First Class Jeff Linger, represented by Cpl. Tom White, 3rd from left, was honored on Tuesday as Trooper of the Year for the Leonardtown Barracks of the Maryland State Police. Linger was in training and couldn't be in attendance.

LEONARDTOWN --- About 50 elected officials and government employees were on hand at the 5th annual ceremony honoring law enforcement officers on Tuesday.  Without anyone from the general public on hand, due to the event being held at the lunch hour on a weekday, those honored were observed by fellow officers and crews from the Leonardtown and Hollywood Volunteer Fire Departments, who brought equipment to the scene in hold up a salute of a large U.S. flag.  A 'flyover' of the state police helicopter along with a landing of the chopper were both sights often seen by the public who are trapped on area roadways each day. Deputy Labanowski was shot at in a Lexington Park drug market neighborhood, Colony Square, following several incidents in which he was working drug enforcement.

LEXINGTON PARK (June 20, 2005) --- A child was slightly injured around noon today when he ran into the side of a ice cream truck near the Lexington Park library.  Lexington Park Volunteer Rescue Squad responded.
Where There is Smoke There is Dinner
PARK HALL (June 20, 2005)  --- Bay District Volunteers sped to the scene at a possible house fire just after noon today to find that the resident of a home on Glen Mary Farm Road had managed to set their oven on fire with an object, perhaps dinner, inside.  The fire was put out before the fire department arrived but smoke was enveloping the interior of the home.  Firefighters assisted in clearing the smoke.
