Ocean City Police Nab Serial Flasher as He Exposed
Shortcomings to Undercover Cops

OCEAN CITY --- A police surveillance team didn't have to wait long Sunday night to
catch their man.  A team of 13 undercover officers were positioned in
the Caine Woods neighborhood in north Ocean City hoping to catch a man
who had been exposing himself to young women this summer.

Officers had just taken their positions in the area of 139th Street
and Lighthouse Avenue when they saw a man pull up in a car and park
near the intersection.  They watched as the man got out and walked
between two houses.

The suspect then removed his pants and hid behind some shrubbery near
the street.  As two female undercover officers walked by, the suspect
exposed himeself and began to masturbate.

Several officers then closed in on the suspect and, after a brief foot
pursuit, captured the suspect on Lighthouse Avenue.

Arrested was Donald W. Maxwell, Jr., 49, of Millsboro, Delaware.  He
is being charged with two counts of indecent exposure and resisting
arrest.  He is being held at OCPD headquarters awaiting his initial
appearance at this time.

The investigation is continuing and police hope to clear several other
similar cases.
