Police Identify Navy Sailor Shot Dead by U. S. Marshal

ROCKVILLE  (Oct. 29) Shortly before 8:30 yesterday evening, Montgomery County Police 1st and 2nd District officers responded to the Mid-Pike Plaza in the 11800 block of Rockville Pike for the report of a shooting that had just occurred.

Preliminary investigation indicates that just prior to the shooting, off-duty Deputy United States Marshal Arthur Lloyd was driving on Rockville Pike with his family in his SUV when he became engaged in a traffic altercation with the driver of a Camaro. Both motorists pulled into the parking lot of the Mid-Pike Plaza and got out of their cars. A verbal dispute in the parking lot then escalated into a physical altercation. At some point, the driver of the red Camaro got into his car and drove in the direction of Deputy Lloyd, and the deputy fired at the driver of the Camaro striking him. The injured man was taken to Suburban Hospital where he was pronounced dead.

The decedent has been identified as Ryan T. Stowers, 20, of Redding, California. He was enlisted in the United States Navy, and was in the area on Navy-related business.

Detectives from the Major Crimes Division have identified between 40 and 50 witnesses, many of whom are yet to be interviewed. The shopping center and nearby roadways were busy at the time of this incident. Anyone who saw what occurred on Rockville Pike or in the shopping center parking lot is asked to contact detectives at 240-773-5070.
