5. Prince Frederick Woods – Proposed settlement agreement.

6. Presentation by the Division of Parks & Recreation of revised Master Plans for Hallowing Point Park and Dunkirk Park. a) Hallowing Point Park: Located in Prince Frederick on the north side of MD Rt. 231, addition of a 20-acre "lease lot" (20-year lease) for soccer fields and parking, from a 39-acre tract which adjoins the County park SPR 04-18 is under site plan review by County staff. b) Dunkirk Park: Located in Dunkirk within the 81-acre County park on the west side of MD Rt. 4. Proposed football field, parking lot and concession stand/restrooms in a revised location. SPR 04-33 is under site plan review by County staff.

ACTION PROPOSED. c) SD 99-12, Covenant Creek, Lot 30 Located on Good Shepard Way in Owings. 1 lot; preliminary approval 9/27/00. ACTION PROPOSED. 9. Applications for Site Plan Review: (Site Plans inactive over 3 months may be removed from agenda)

a) SPR 03-03R, Lusby Commons Shopping Center

Located in Lusby at the intersection of MD Rt. 4, MD Rt. 765, and Rousby Hall Road extended, on a 17.37-acre parcel, zoned TC, in the Village Commercial and Neighborhood Commercial Subdistricts. This application is a redesign of the previous, conditionally-approved (on 12/10/03) site plan. This proposal is for a 70,000 sq. ft. grocery story, with 40,000 sq. ft. of other mixed-commercial building space, totaling 109,632 sq. ft. Agent: RA Barrett – NO ACTION.

b) SPR 03-29, Guyther Square Located in Prince Frederick, in the Calvert County Industrial Park on Lots 15R and 16R, a 7.12-acre parcel on Bugeye Square and Ketch Road, zoned I-1. Existing: two buildings of 31,900 sq. ft. of manufacturing and warehouse space. Proposed new construction: 96400 sq. ft. of flex space in six additional buildings with two additions to one existing building. Agent: LCS – NO ACTION.

c) SPR 03-34, Wal-Mart, expansion of Prince Frederick store

Located in Prince Frederick on the west side of MD Rt. 4, consisting of 23.9 acres, zoned TC, Village Subdistrict. Existing store of 91,424 sq. ft. to be expanded by 109,598 sq. ft., for a new total of 201,022 sq. ft. of retail space. Agent: Freeland & Kauffman – NO ACTION.

d) SPR 03-35R, Calvert Gateway, Phase II, Wal-Mart, redesign

Located in Dunkirk on the northeast intersection of MD Rt. 4 and Ward Road, on a proposed 13.8-acre lot, zoned TC. This revised application is for a 73,989 sq. ft. retail building, with a 24,153 sq. ft. garden center, for a total retail space of 98,142 sq. ft. (Separate plans (SPR 02-45) have been approved for a private wastewater facility and water tower to serve the entire development.) Agent: Phoenix Land Design – ACTION PROPOSED.

e) SPR 03-37, Graham Creek Self-Storage

Located in Owings on the north side of Skinners Turn Road, on a 4.63 acre parcel, zoned

 

I-1. Two existing houses to be converted to office and storage uses (2,843 sq. ft. total). This proposal is for the installation of approximately 250 units, consisting of 8 ft. x 20 ft. self-storage containers, some to be stacked two high. Agent: Advanced Associates – NO ACTION.

f) SPR 03-47, St. Leonard Professional Center

Located in St. Leonard on the south side of Calvert Beach Road, on a 1.97 acre parcel, zoned TC, Village District/Subarea B. Proposed two-story building of 16,715 sq. ft. for mixed commercial use. Agent/owner: R. Litten – NO ACTION.

g) SPR 04-10, Cross Road Christian Church

Located in Port Republic on the west side of MD Rt. 4 on a 3.38 acre site, zoned RUR. Proposed 12,744 sq. ft. addition to the existing church of 14,869 sq. ft. for a new total of 27,613 sq. ft. with a seating capacity of 863 persons. Agent: AB Consultants – NO ACTION.

h) SPR 04-31, Hilton Garden Inn with Restaurant, Dowell Road

Located in Dowell, at the northeast intersection of MD Rt. 765 and Dowell Road, on a 16.28 acre parcel, zoned Solomons TC, D5 Subdistrict. Proposed three-story, 100-room hotel, and a 7,500 sq. ft. restaurant, for a building total of 77,367 sq. ft. Agent: RA Barrett – NO ACTION.

i) SPR 04-36, Team Properties retail sales building

Located in Huntingtown on the west side of MD Rt. 4, on a 5.37 acre parcel, partially zoned RC and partially zoned RUR. Proposed 25,000 sq. ft. retail building. Agent: COA – NO ACTION.

j) SPR 04-37, Ritchie Garage Sales & Display Model Park

Located in Owings on the east side of MD Rt. 4, at the intersection of the unconstructed/platted Dale Lane, with access proposed off of Meadow Run Lane, zoned I-1. Proposed model garage park, with three retail and office buildings totaling 4,000 sq. ft. and one manufacturing building totaling 1,000 sq. ft. Agent: COA – NO ACTION.

k) SPR 04-38, Patuxent Business Park, Buildings 1 & 2

Located in Lusby on Patuxent Drive in the 91-acre Patuxent Business Park complex, zoned I-1. Proposed two, two-story office buildings of 20,400 sq. ft each, to be constructed in two phases. Agent: KCW – NO ACTION.

l) SPR 04-40, Skinner’s Turn Self-Storage, Expansion
