Russian Embassy Worker Snapping Photos and Video of LNG Plant

LUSBY --- Maryland State Police Lt. Homer Rich reports that on Sunday, August 29, 2004, at approximately 5:00 PM, reports of a suspicious individual taking photographs near the Liquid Nitrogen Gas Facility were received by law enforcement authorities.

TFC David Whipp responded to investigate and located the suspect who was identified as staffer of the Russian embassy and who has been living in the United States for six (6) years. Further investigation confirmed that he had been taking photographs of the Chesapeake Bay, various wildlife activity and fauna. Some of these same pictures captured images of the Liquid Natural Gas plant which could be considered sensitive. The individual freely turned over the images (VHS tape and digital camera card) he had taken to TFC Whipp.

The Calvert County Sheriff’s Office, The Maryland State Police’s Department of Homeland Security and Investigation, the Maryland Coordination & Analysis Center (MCAC), the State Department and the Department of Homeland Security were all involved or informed with regard to this incident.
