Maverick Democrat Stinnett Back as Calvert Commissioner

PRINCE FREDERICK ---  Veteran Calvert County Commissioner Barbara Stinnett has won five times in her races for election in Calvert County but only three times has been deemed a winner even though she was among the top five highest vote getters each time. 

Under Calvert County's quirky election district system, which only a few dedicated souls can explain, it is not enough to garner the most votes, a candidate has to have the most votes in the district they live in even though all candidates run at-large.  

First elected in 1986, Stinnett served her first term of four years, but lost out on the election day musical chair system in 1990.  Elected again in 1994 but losing again to the district majority system in 1998, she lost again in 2002; this time Stinnett got the most votes in her District 3 area.

Stinnett was able to pick up her winning margin when all the final absentee and provisional ballots were finally tallied.  Stinnett's total was 12,729 to 12,715 to former Calvert Commissioner and North Beach Mayor Mark Frazer. Frazer had been elected as a Republican commissioner in 1986 and switched to Democrat four years ago.
